Assistant Township Planner, Montclair Township Department of Planning & Community Development, Montclair, NJ
March 2015 to Present
As Assistant Planner for the Township, I support a number of functions of the Department of Planning & Community Development. I serve as the Assistant Secretary to the Board of Adjustment, conducting development application review for completeness, consistency with site plan requirements, and conformance with zoning. I coordinate scheduling of applications before the Board and filing of notice requirements. In addition, I serve as Secretary to the Historic Preservation Commission; similarly conducting review of applications for Certificates of Appropriateness, scheduling of application hearings and reviewing all development applications filed with the Department to determine historic review requirements.
Finally, I also serve as lead GIS developer for the Township. I have developed two three interactive maps to distribute spatial data to residents, township officials and other key users. The three maps are linked below:
Research Project Coordinator, Alan M. Voorhees Transportation Center, New Brunswick, NJ
June 2014 to March 2015
As a member of the Research team at the Center, I provide technical support and guidance to a variety of projects. One key project I currently support is the New Jersey Transit Friendly Newsletter. The Center, in partnership with NJ Transit, researches and authors original content on transit-oriented development trends both in New Jersey and around the country. Recent articles I authored include a review of Accessory Dwelling Units and development updates in the towns of Bloomfield and Bound Brook. Other project tasks include literature review, GIS analysis/mapping, health impact assessments and survey development/review.
Senior Planner, Smart Growth Policy Analysis, Maryland Department of Planning, Baltimore, MD
January 2012 to June 2014
During this time with the Department, I worked as part of an executive response team responsible for coordinating data and analysis needs of the Secretary and Deputy Secretary. In collaboration with other internal divisions at MDP, as well as with other state agencies and local governments, the team led the effort to consolidate and package available resources to best address smart growth policy development, guidance and implementation efforts. A significant example of this work is the implementation of the Sustainable Growth & Agricultural Preservation Act of 2012. In addition, I supported the implementation of GIS resources throughout the agency. In these efforts, I supervised two planners in the development of interactive web mapping applications and spatial analysis modeling to support multiple policy efforts. I also provided staff support to the following entities:
Graduate Research Assistant, National Center for Smart Growth Research & Education, College Park, MD
August 2010 to December 2011
As a part-time Graduate Research Assistant, I worked to support a variety of on-going projects the Center was pursuing while also completing my Master in Community Planning. Primarily, I worked to model two development scenarios for the Maryland Scenario Project for the Maryland Department of Transportation. The GIS spatial models included a build-out housing scenario and a transit friendly housing and jobs scenario in which development activity centered in transit accessible communities. In addition, I conducted GIS analysis to disaggregate Census multi-family unit data to statewide parcel data and performed other GIS related analysis and data management as needed.
Planner/GIS Specialist, Resource Conservation Unit, Maryland Department of Planning, Baltimore, MD
May 2007 to August 2010
In this hybrid position, I supported the Resource Conservation Unit, which focuses on rural resource preservation and ecological protection. To support these efforts, I developed a land use suitability model to identify lands best planned and/or zoned for preservation and under limited development pressure. This GIS spatial model became a key component of the 2009 Maryland Land Preservation, Parks & Recreation Plan (Chapter 2, pages 37-63). I also supported GIS analysis for many other policy areas including education, housing, water/sewer planning. I expanded my role in supporting the department's spatial data infrastructure and managed the ArcSDE and ArcGIS Server to maintain GIS operations and multi-user versioned editing process. I assumed a leadership role in the state's GIS community to serve as Technical Committee Co-Chair of the statewide GIS initiative known as MD iMap.
